The land around Chipping Norton Lakes has a rich history dating back thousands of years when it was home to the Tharawal and Darug Aboriginal peoples who lived on opposite sides of the Georges River. Following European settlement, the area saw various land uses including Thomas Moore's waterfront homestead built in the 1880s, which still stands in the park today.

In the 1950s, extensive sand mining operations left the area severely degraded, with lifeless pits and eroded riverbanks. However, in the late 1970s, authorities embarked on an ambitious rehabilitation project by flooding the disused mine to create the artificial lake system we see today. Native vegetation was systematically reintroduced, transforming what was once an environmental scar into a thriving wetland ecosystem that now supports a rich diversity of wildlife.
